This article is devoted to social-institutional problems of transformation of relations between the state and a citizen. The authors consider processes of formation of public services institution in modern Russian society. According to researchers’ opinion, success or failure of these processes depends not only on the quality of organization-regulation system of public services rendering, but also on the degree of inculcation of traditionally paternalistic sociocultural attitudes of people.
